Outlook Error when opening another user's folder

Hi,

I have a client running Outlook 2000 on an Exchange 2000
network, with Windows 2000 SP4 as the local operating
system.

WHAT AM I DOING?
Trying to open another user's Inbox (inbox as an example)
by going through the FILE > OPEN > OTHER USER'S FOLDER...

WHAT DOES THE ERROR SAY?
"Cannot open the mailbox for this user because the user
does not have a server mailbox".

WHAT HAVE I CHECKED?
Everything I can think of. Folder permissions, Root
folder (outlook today) permissions, AD permissions etc I
even tried defragging and compacting the Exchange store.

THE CATCH:
This happens on one particular user's mailbox. Most
people can't access her mailbox fine through the above-
mentioned method, but some users CAN. ??? Why???
Nothing is different on the PCs. All run same OS, same OL
and on same Global Address List.

Anyone else seen this error before?

I just ran into the same thing and here is what I had to do to fix it.

Check the Security tab on the problematic user account. Make sure that the
"Authenticated Users" group has "Read Public Information" set to "Allow."

We had removed this read-access for our user in an attempt to hide them from
the Start | Find People queries. It turns out that it also affects this.

Once someone has made their first connection to the shared calendar, you can
remove the permissions--apparently Outlook only needs to read the
information once; then it caches the connection and doesn't need to read on
subsequent access attempts. This also explains why some people can access
it fine--they had made their first connection at a time with the Read Public
Information was allowed.
