Outlook error

When I try to open Outlook I get this error:
"This application has failed to start because OUTLLIB.dll was not found.
Re-installing the application may fix this problem."

The question is - how do you do that?

Windows XP SP2
Office 2007, SP1
Trend Micro AV
Web Root Spy Sweeper

I've tried installing from the CD but when the list of components appears
there is a red X by outlook that says not available and no option to select
install it, uninstall it, etc.

I tried from ADD/Remove programs with the same results.

I tried the Office Diagnostic and it found no errors.

I was out of town for a couple of weeks and computer was shut off during
that time. When I started it up I got lots of updates, as you would expect,
and immediately began having "issues". I also have several word documents
that are corrupt and will not open.

I should have added that the Office 2007 is The Enterprise Edition with SP1.

Another developmemt.

Outlook will now open but can't send or receive emails. Tried running the
diagnostic tool again with an interesting result. Had to change some options
and then was told to wait 1 week for a file to download, then try running
diagnostics again.

I've never heard of something like this. What's going on?

I'm wondering if any of these issues could be related to a failed upgrade to
SP3?

I've also read in some other posts that when you can't receive and send
email it could be related to your AV program.

What should my next step be?

It can. Make sure when you install your AV program that you do NOT include
any mail scanning feature.
What should my next step be?

I'd start with a new mail profile.

That was a good idea but I got an error message when I tried to access
account information. something along the line of ...there is an error.
Reinstalling the program might fix it.

I ended up uninstalling the entire Office 2007 suite and reinstalling it. I
was then able to open and use outlook. It did retain my settings and emails.
Isn't there a way to uninstall just one component of office?

I was also able to upgrade to SP3 and that had failed earlier. Not sure if
the two issues are related but both are now fixed.

Yes. Do a Change install from Add/remove Programs in Control Panel. Locate
the component you don't want, click the "Run from my computer" icon and
change it to "Not available". FInish the install. The component will be
removed.
