Outlook/Exchange Assigned Task Delete

When deleting an assigned task there are 3 choices:
Decline and delete
Mark complete and delete
Delete

If the last one is selected then it doesn't notify the assigner that the
task was deleted. Can the assigner not allow the last kind of delete for a
task?
