Outlook/Exchange Time Zone Changes-HELP!

I have been reading up on the time zone changes/patch. We have microsoft
exchange and everyone uses either outlook 2000 or 2003. Getting a bit
confused on the proper steps to take on rollout. If we apply patch to server,
will it disperse it to the mailboxes and down to the workstations? Does the
TZMove.exe have to be run on each workstation with Outlook? Does an update
have to be applied before the TZMove.exe on the workstation? If so, what is
the patch called?
