outlook.exe - common language runtime

XP Pro 2003 Outlook w/servicepack 2 installed -
on starting outlook, message reads: outlook.exe. common language runtime
debugging services. Application has generated an exception that could not be
handled. I click 'cancel' to debug application and I get 'no debugger
found -
JIT debugger is not available' - attempt results in error cd: 0x2(2). Asks
me to check computer settings.
