Outlook Express 6.0 POP issues

I have been having significant issues with using Outlook Express to get my
PeoplePC e-mail. EVERY time I try (for the last few weeks now) I get the
following message(s) immediately upon opening Outlook Express, before ANY
e-mail downloads to my inbox or before any leave my outbox:

Your server has unexpectedly terminated the connection. Possible causes for
this include server problems, network problems, or a long period of
inactivity. Account: 'mail.peoplepc.com', Server: 'smtp.peoplepc.com',
Protocol: SMTP, Port: 25, Secure(SSL): No, Error Number: 0x800CCC0F

Your server has unexpectedly terminated the connection. Possible causes for

inactivity. Account: 'mail.peoplepc.com', Server: 'mail.peoplepc.com',
Protocol: POP3, Port: 110, Secure(SSL): No, Error Number: 0x800CCC0F

Also- if I hit the "send/receive" button I get that error message right
away. Occasionally an e-mail will be delivered but then I get that e-error
message again. If I hit "send/receive" I will get the same e-mail I already
got, if any.
I have double checked the server settings (POP and SMTP) and they are fine.
The tech support people for People PC suggested adding some phone numbers to
connect through- which I did- but that didn't make sense to me since I can
get to the internet- I just can't get OE to download messages to my client.
And the really odd thing is is WAS working fine- it stopped and I didn't
change anything.
Once in a very rare while it will download all of the messages on the
server- but it invariably hangs up and I get that message again - and if it
does decide to work again it downloads the same messages all over again- like
they stayed on the server and weren't delivered to my inbox. And no- the box
saying to leave messages on the server is NOT checked.
I have been all over the MSFT website trying to research this and just can't
figure out what to try next.
Oh- I uninstalled and reinstalled Norton AV after uninstalling it didn't fix
it either.
