Outlook Express 6.0 Question - HELP! Desperate!~!

I hope SOMEONE can help! I have Outlook EXpress 6.0 and it's worked FINE.
Just today - doesn't work. It doesn't connect to my charter server. Called
Charter provider; went through re-establishing POP connections - everything
fine there. Modem works fine - Wireless Router also works fine and is
configured properly. What the HECK could be the problem? I can't access the
Charter server and retrieve my mail at all. I get the following message:
Socket Error 10061; Error 0x800CCCOE
ANY help would be so super greatly appreciated! E/mail to
