Outlook Express 6

I am running Windows XP, but have Mozilla mail. I am
trying to set up the outlook express.....the directions say
to go to tools ---> accounts......there is no accounts
option on the tools dropdown. Tried going to tools-->
options, then to connections, but buttons are grayed
out...How do I set up Outlook Express 6 instead of this
Mozilla?
