Can this feature/tool be used on outlook express or
imported?

No - but you can set up a rule to do this.

To do this, your PC must be on 24/7 with OE running and an active internet
connection - also both 24/7. OE will reply to ALL mail, including spam,
which will in turn generate more spam which will be replied to, which will
generate more spam, ad infinitum until your mail box is full up.
