outlook express automatic send/receive not working

I am setting up a new computer. For some reason the send/receive only works
at startup when I first enter program. In trouble shooting I found that when
I go to Tools > Options > Sent/Receive... and hit the sent/receive button
nothing happens. It does not go to the next screen which is Send/Receive
Groups. It was working but has stopped. Any ideas on how to get this screen
back which will enable me to schendule an automatic send/receive every ____
minutes?
