outlook express can not send my outgoing email

hello

can anybody tell me why my outlook express can not send any of my outgoing emails? actually my office outlook can not do it either.

the error information is as below
Socket Error: 10060, Error Number: 0x800CCC0

do you have any solution

program despite its similar name..
