Outlook Express cannot open

Hello,

My OE worked without a hitch a few hours ago. Now, when
I try to open OE, the following message appears:
"OE could not be started because MSOE.DLL could not be
initialized. OE may be installed incorrectly."

Can anyone tell me what happened and how to fix the
problem?
