Outlook Express Can't Use

I use to have Verizon DSL and was able to use my outlook
express. I have since cancelled DSL and is now using dial-
up to AOL. When I try to use Outlook Express a box pops up
with, incoming.verizon.net asking for my password. then it
says Protocol: PoP3 Server Response ERR account is
currently inactive. Port 110, Serre(no server).
How do I get to use Outlook Express with a dial-up?
