outlook express email attachments

I have a new laptop and am trying to download
attachements from emails sent to me by my husband -At
first I couldn't open the attachements so I went into
Tools/Options/Security and reset the button so that it
would allow me to open them -- now the attachements don't
come with the email at all --
any ideas?
