Outlook Express MSOE.dll error

Couldn't find OE newsgroup, so I posted here. Getting
a 'cannot load Outlook Express MSOE.dll not found'
error. Tried downloading patches from MS support, but no
go. Is there a way to back up my addresses/e-mails
without getting into OE? Can I throw them on another
machine with OE or do I have to import/export? Can't
find disks to reload OE. TIA
