Outlook Express Toolbar problem

All of a sudden, when I compose a new message the toolbar is no longer there
which gives me the send, reply, forward, etc. buttons. I have tried
re-booting and that did not work. When I go to view and try to click on
toolbar, nothing hapens..no drop down box or anything. Does anyone have a
solution?
