Outlook Express will not dispaly images sent from Outlook 2007

Since I upgraded to Outlook 2007, whenever I send an email with any imbedded
images or JPEG's to a recipient using Outlook Express or Windows Mail, they
do not see the image. I have tried sending in HTML, Rich Text and Plain Text
with the same results. Is there a setting that I can change in Outlook
2007that will enable images to be viewed in Outlook Express.

Well Plain Text doesn't support embedded pictures so that is the easy part.
In which format do they receive the message?
What happens when you send the pictures as an attachment?

The recipients do not see the image in any format - that's why I tried all 3
options to see if there was a difference, but there was not. Sending Jpeg's
as an attachment does work, but this does not solve my problem as I cannot
forward HTML messages that way.
