Outlook failing to start because WINHTTP.dll not found-how fix?

All other components of Office PE2003 seem to be working fine after
installing them on my laptop. However, Outlook keeps giving me an error
message - Unable to locate component - failed to start because WINHTTP.dll
was not found. Any suggestions on how to repair? Thanks.

Have you tried a maintenance installation? Control Panel->Add/Remove
programs->Microsoft Office->Change. Select the repair option.

(Does that file exist on your system?)
