Outlook does not come with Windows. It is not part of Windows. It
might have come with a bundle of software that you got when you bought
your *computer* (which means it might be a trial version so the vendor
can fluff their image and their price).
Start Windows in its safe mode. See if Outlook then opens in its safe
mode ("outlook.exe /safe"). If not, open one of the other MS Office
applications and use the Help -> Detect and Repair entry to repair the
installation of Office. You will need the installation CD because the
repair may need to retrieve files from there.
If what you got was a trial version, maybe the trial period has expired.
Uninstall it and use other software. You could buy it but I don't know
if full retail versions properly migrate from an existing trial install
(as I recall, Microsoft says you have to uninstall a trial version
before installing the non-trial version).
If it came with Windows as a bundled software package, you'll need to
contact the vendor that sold you the computer or the computer maker that
delivered the bundle. It would be OEM versions of software and the OEM
has to provide the support. Microsoft doesn't support OEM versions.
