Outlook favorites not available offline ???

My company has Company Contacts and Calendar in the public folder.
I chose to make them available offline and it worked.

Then my kaptop crashed and I had to reinstall windows. I reset up my outlook
and everything works except the favorites. Both the calendar and company
contacts show under favorites, but when I am offline I get this message:
"unable to display the folder network problems are preventing connection to
the microsoft exchange server"

I have removed them from the favorites folder and chose Make Availabe
Offline again, they show up in favorites but are not availabel when I am
offline.

Can't figure it out.

Any thoughts?
