The Flag names are hard coded. However, there is a trick you can use to get
custom names on the Outlook flags.
Create a new toolbar - call it Flags for simplicity. While using the
Customize menu, navigate to the flags dialog (actions) and drag one to your
new toolbar. Then, right click and rename it using the field under Name.
Change how the button displays to "Image and text." Do this for each flag
you want customized. Close out of the Customize menu and your flag toolbar
is there waiting for you to click away.
