Outlook Form

I have an outlook OTF form that was created by someone, it basically has a few fields to enter information into, they have been formatted to only except certain
type of enteries and also contain drop down fields. The problem is that when i send this form to someone it cannot be forwarded to someone else after they have entered there information it can only be sent back to me. does anyone know how to change this so the form could be forwarded to many people after it is updated?

after opening the email form the users make their changes to the form, when they try to forward the form we get an error message that we don't have permissions to send the message on behalf of the specified user who is the orginal sender. Also for some reason when open the form so we can email it to some else the creator email address is already filled into the TO field, I would like to remove that.

I'm unclear about what the users. Are they trying to make changes to the
**form** -- that is to the template? Or to the **item** -- the actual email
message? What kind of changes are they making?

This isn't a published form, is it? Outlook version?
