Outlook Forms in Organization Forms Library (outlook 2003)

I have created an e-mail form in the Organizational forms library and 80% of
our users can send the form and it works with no problems. The other 20% can
send the form but the data doesn't get processed. (the data is supposed to
raise calls in our Remedy Helpdesk System) I have installed Office 2003 SP1,
cleared the cache etc but to no avail. There seems to be no difference
between a working machine and a non working machine. I'm baffled.... Hope
someone out there can help
