Outlook forms or InfoPath?

Have a project to migrate foreign forms from Host-based email system to
Outlook; should I go to Outlook natively and use "Design a Form" or should I
migrate existing forms to InfoPath? If your opinion is InfoPath, then how do
I migrate these forms which are tabbed text files into InfoPath?
