Outlook Forms Stuck In Outbox

I have an Organization Forms Library setup where you can access all of the
forms properly in Outlook 2003 and send them when loading them and making no
changes to the email. However, if you attempt to make a change to the email
that uses the form, it will get stuck in the Outbox and the recipients do not
receive the email.

I believe some of the original forms may have been created in a prior
version of Outlook (XP or 2000). The ones in the Org library were copied
from a Personal Forms Library to the Org library in Outlook 2003.

I have checked the save location for the sent items to see if that was the
problem, but it was properly trying to save to the user's sent folder.

Any help is appreciated.

Could the problem be that users have overlooked this: After making any change to a message, the user needs to click Send to send it again.

Thanks for the quick response Sue.

No, I have tested it myself, it loads the form from the Org Form Library as
a new email. You make the changes and click send and it goes to the outbox,
where it sits. I have even followed up with a Send/Receive click, although
they use Exchange so clicking Send/Receive doesn't usually need to be used.

So you're not making changes to an already sent item? You're just filling in the form details, then sending? I don't have any ideas on why the messages are not going out.

Correct these are new emails.

They are using them more like templates versus any custom form layouts. So
an example would be just an email template where they fill in the name of a
client name or such in the body of the email. They open it fresh from the
Org Form Library, make their changes (adding the name or whatever) and by
making the changes it will stick in the outbox. Now if they didn't alter
anything (no adding of client name, removal of text, etc) it will go out fine.

Again, I don't know why they're not going out.

You're not using these forms to send to external recipients, are you? If you are, then you better check with the Exchange administrator to make sure the server is stripping outbound TNEF/RTF content. Otherwise, any non-Outlook recipients are going to get attachments they can't open.

Would it be a permissions issue by any chance? My thought is that it would
not be, as they can open the form and can send it. Is the fact that they
edit the loaded form a permission that I am missing that somehow causes it to
hang in the outbox?

There aren't any permission issues related to sending messages, unless somehow the account settings got messed up or you're trying to send on behalf of someone you don't have permission to do that for.
