Outlook Free/Busy Information

Is it possible to force all Exchange clients to publish Outlook Free/Busy data. I'm looking for a global setting that will allow me to control the behavior of how all Exchange clients Free/Busy data is published.

Outlook 2000 and later
Exchange 5.5 and Exchange 2003
