outlook goes into reduced functionality mode and activate product.

Outlook and the rest of my Office 2003 Pro suite went into something like
reduced functionality mode, the activate product menu item doesn't do
anything when selected.

I've tried a number of re-installs but nothing helps.

Has anyone seen this?
