Outlook Graphics wont display

I have a user with an Outlook 2003 problem. When he composes a new email and try's to embed a graphic it shows up as a red x. However, when replying to/forwarding a message with a graphic, the graphic shows up fine. I have checked all his security settings, graphic settings, he is composing HTML messages. I even recreated his profile and rebuilt the OST file. Everything seems to be set correctly but he is having this problem. Has anyone seen this before and know the solution?
