outlook hanging at splash screen

hi,

my outlook 2000 is hanging at splash screen.i have tried the following but i can not seem to get anywhere.

1. run the outlook.exe /safe option but its still hanging at the splash screen.

2. delete outcmd.dat. outlook opened once but then produced this error message " outlook has some errors and will close.."
and proceed to close.
i am getting frustrated.
pliz help
