Outlook hangs migrating account settings

I've recently created an MSI for upgrading clients via AD from Outlook 2000
to 2003. The problem is when I start Outlook 2003 for the first time it just
hangs - I've left if for ages but just stops responding. It gets stuck on
"Migrating account settings". I've tried recreating the mail profile,
starting in safe mode and doing a detect and repair but still nothing...

I had this same issue. I was able to get around the problem by going into
the properties of the program it self and adding the user to the security
settings. Just right click on the outlook.exe and choose properties. Under
the security tab add the user and give them full control. This should solve
your problem.
