Outlook hangs on starting

Outlook hangs upon starting. Get beige title panel. Then
screen goes black. Then blue to Fatal Exception. OE is
0177:BFF9DFFF . Help needed. Running Microsoft 98 Ver.
B. Problem began a few weeks after I installed "I Hate
Spam"

try removing a file called outcmd.dot, outlook will create a new file once
it is loaded again.
