Outlook hangs when emailing to large contact list

I have a situation with Outlook 2002 that when someone tried to send an
email to a large number of contacts, Outlook will hang and stop responding.
The contacts are in the users personal contacts on the server. Not a pst
file. They worked with Outlook 2000, but 2002 is hanging. Any ideas?
Also, the contacts are grouped into multiple personal distribution list.
