Outlook Hangs when opening

We recently upgraded to Exchange 2003 from 5.5. All of our clients our XP Sp2
running Outlook 2000 with sp1 or sp3. Several users have been experiencing
problems using Outlook and so far it is not defined to a specific service
pack level (ie sp3 users have same problems as sp1 users have).

For a few users, Outlook 2000 hangs shortly after opening. After about 90
seconds, Outlook resumes and the user is able to continue to use the
application until it is closed and re-opened.

Other users have no problems opening Outlook at all. However, when they go
to browse the Public Folders, Outlook hangs for about 2 minutes, then allows
the user to browse all Public Folders until Oultook is closed and opened
again.

95% of our users have no issues at all.

We have done:
Uninstall Reinstall of Office (including removing registry entries)
Upgraded OS with all recent hotfixes/sp
Upgraded Office/Outlook with all updates/sp/hotfixes

So far nothing has helped, any thoughts?

Did you leave the XP firewall turned on? You can make an exception for
Outlook.exe if you have. Does your AV scan outgoing mail? Do you use Proxy?
Have you checked your event viewers?

XP Firewall is turned off (service is disabled). Nothing is being logged to
the Event logs, we use NAV corp which is set to scan emails. However this
problem does not occur when sending and receiving emails. Only on opening
Outlook on a couple workstations as well as browsing public folders.

A couple clients using Windows 2000 Pro also have this problem.
