outlook has blocked the attachment due to a possible virus

I am running Nt4.0 sp6 with excg5.5 sp4. I have a user using outlook 2000
sp1. when the user tries to send an email with an attachment she gets "
outlook has blocked the attachment due to a possible virus". The users pc has
been scanned and no virus was detected by norton, also the users mailbox was
scanned and no virus was detected. The user has never had a virus. Please help
