It probably means Outlook is not fully exiting, look in Task Manager>Running
Processes Tab for Outlook.exe & end the process

Probably. After you kill a task which sits in the Notification Area, its
ghost will always remain until you hover over the icon with the mouse. Then
it vanishes.
In Task Manager, processes tab. if you click 'image name' title bar the
processes will be sorted alphabetically
If outlook.exe does not exist, then it would appear to be as Roady
suggested, a 'ghost'
