Outlook installation safe mode loop

Having installed Office 2003, I try to open Outlook for the first time: it
reports an error and offers to reo-pen in safe mode. It does this and
re-opens and reports an error and offers to re-open in safe mode. Only the
task-manager saves me from perpertual boredom.

Deinstalling and reinstalling has no benefit.
