Outlook "internal" communications between office users

Hello,

I have recently installed Office 2003 onto a new XP machine for a user. The
user had Office 2000, and along with 3 other business office employees,
"would" somehow invite eachother "internally" to calendar meetings and email
"internally" to one another. The person who originally setup their network 5
years ago got this to work due to HIPAA and Malpractice guidelines, setup
this internal communication and for the life of me, I cant figure out what it
is at all.

Key elements here "internal/local/inside": The above operations are
supposedly being done INSIDE their network for the 3 users, inviting one
another to meetings and emailing internally - without using actual email
addresses like: userATdomain.com

One user using Outook 2000 clicks Calendar, Invite, Brandon as Invitee, it
resolves his full name and the completes the meeting details, then sends.

Then, in the past, Brandon would instantly get a notice about the invite and
either accept or decline instantly, and BOTH would setup in their OWN
Calendars for redundancy purposes and backups....I could go on, but this is a
example only.

I am sorry, but I havent a clue how to explain this as I havent seen this
before. They are NOT using Exchange, so Sharing Calendars via Exchange is not
occuring. I cant even see how to Share the local Calendar on one machine to
the other since I presume, their not on Exchange, I guess its not
possible???? =( Nor, am I aware if its simply a compatibility issue with the
new 2003 Office, perhaps thats why it's stopped working - I would hope not.

Can anyone provide some insight into this. I am on the verge of collapse and
searching the internet for 5 days/nights has proven unhelpful (likely because
I am not explaining what is occuring correctly is my guess).
