Outlook is causing "Not responding" periods

I've traced a problem I'm having to Outlook. When I have Outlook running,
Outlook and other programs (any running program) run into periods of Not
Responding". I thought this might correspond to when a "send/receive" was
running, but that's not the case. Any ideas?
