outlook is looking for Vpmsece.dll can somone tellme where to get

I am getting an error msg. everytime I open up outlook.Outlook works after I
click ok on the error message. please see err msg below

the addins c:c:\programfiles\navnt\vmpsece.dll could not be installed or
loaded or you may be out of memory out of system resources or missing a .dll
file.
