outlook is not working correctly. How can I fix it.

I have used OUTLOOK for along time. I have version 2003. A couple weeks ago
it started acting strange. It can take 1030 seconds to delete and email or to
change from one folder to another.

I have
Ran all virus scans - CLEAN
Ran Spyware program - CLEAN
Ran Spybot - CLEAN
Defrag, Disc Clean, Clear History
Cleared Sent folder posts
Did a system restore to previous to problem
Detect & Fix in OUTLOOK twice

Nothing is fixing this. It came installed on this new Dell computer a year
ago. I do not have the disk for it or am not finding it. It is a registered
version I bought witht he new computer

Any ideas. I get 500 emails a day or more so the time for this slow down is
taking hours every day.

You don't really mean 1030 (one thousand thirty) seconds, do you? That's
over 17 minutes.

All Dells come with a disk (or disks) containing the preinstalled software.
Any ideas. I get 500 emails a day or more so the time for this slow
down is taking hours every day.

Try this. With Outlook closed, delete the file
%AppData%\Microsoft\Outlook\outcmd.dat. Restart Outlook and see it it
behaves better. If not, write again.

How big is your pst-file and is it located on the local harddisk? Clear out
your Deleted Items folder, run scanpst.exe against your pst-file and then
run Compact now.

I meant 10-30 seconds

OK where do I find that file
%AppData%\Microsoft\Outlook\outcmd.dat
to dlete it. I did a search but it says not a valid folder?

I am certain I had the disk but can not put my hands on it at the moment.
Probably used it install something and now can not find it UGH

OK found the folder
microsoft\outlook\
but there is no outcmd.dat in there
There is a extend.dat in there
plus 3 pst type files

what do I do next

Your looking in the wrong folder
\Documents & Settings\'user name'\Application Data\Microsoft\Outlook
Not the "local settings\" grouping

OK I am in the right folder now
The only dat file is extend.dat
Then there are 3 kinds of pst files

In WIndows 2000/XP, the environment variable %AppData% is defined by WIndows
to be the folder C:\Documents and Settings\Username\Application Data, which
is a hidden folder and won't show in a search, normally. Start Windows
Explorer and enter

%AppData%\Microsoft\Outlook

in the Address field and click Go. You'll see it then.
