Outlook is opening (then closing) hundreds of ports

I noticed that my outlook is opening a couple ports (say 3304 and 3305 (local
machine ports all going to port 443 on server)) then immediately closes them.
Then opens 3306, 3307 and then closes them. And it keeps going for hundreds
(maybe a couple thousand) ports before it seems to finally stop.
It is not firewall related as I turned it off and still does it.
I did notice it said it was sychronizing folders so may have something to do
with that.

Anyone know why it would cycle through all those ports and how to stop it?

if i was a betting man, i would guess exchange and rpc over https. its the
only thing that i am aware of that will go after a destination port of 443
(https) to perform synchronization.

I'm using exchange over the internet (connect to exchange using http), and
connect using SSL only.

To answer the question, Outlook is connected and/or synchronization. It
could also be checking to see it can connect. The only time the
connectivity stops is if you select File > Work Offline and do not have
send/receive group configured to check for mail when offline.
