Outlook issue across VPN

Outlook 2000 messaging in my company normally occurs smoothly and
without issue. Recently, several remote office users have begun
to complain that once every 1-2 hours during the workday, they will
open a message with attachment in Outlook and receive the following
message:

-"Cannot open this item. The operation could not be completed
because of an error on the network. Try to log onto the
network again, and then repeat the operation."-

When these users close the error dialogue and repeat their attempt
to read the message, it opens fine without an error. The rest of
their activities work normally, including:

network browsing,
opening/saving large files,
browsing the Internet and our Intranet,
other applications etc.

When my remote offices were connected to my headquarters using very
low bandwidth frame-relay (32kbps links), users had no trouble.
After switching from frame-relay to running IPSec VPNs over the
Internet (384kbps SDSL & 320kbps frac T-1, both through large ISPs)
to my headquarters, we began to see this problem.

My e-mail server is Exchange5.5 SP4 running on top of
Windows2000, also at SP4.

Does anyone know of any timing or buffer settings I should adjust on
either my Exchange server or perhaps the remote Outlook clients to
alleviate this? I've searched MS Technet and Cisco technical docs
without much success so far.
