"outlook item" attachments

I'm trying to help a family member trouble shoot her email. Any
webmail with an attachment which is regarded as an "Outlook Item" Type
give the following error:
"Cannot start Microsoft Outlook. Can't open file: FILENAME. The file
may not exist, you may not have permission to open it, or it may be
open in another program. Right click the folder that contains the
file, and then click Properties to check your permissions for the
folder."

1. the file does exist.
2. permissions are fine and all directories and the file are not
marked as read-only (a suggestion I found while googling).
3. no other app is using the file as reported by Process Explorer.

I've googled a lot and haven't found anything that works. One site
said to change the Level1Remove key in HKEY_CURRENT_USER\Software
\Microsoft\Office\10.0\Outlook\Security
but that did nothing.

The system is XP Pro SP2 with Outlook 2002 10.6822.6830 SP3.

Can any of you help me with this????
