Outlook Limit of 100 Selected Mail Items?

The subject is a little misleading. I can of course select more than
100 mail items, but Outlook starts to behave differently when I select
more.

I work on a public mailbox, where hundreds of mail items are managed
using categories. In principle, there is a master category list that
everyone uses; but in practice, of course, people add their own
without telling everyone.

When I select up to 100 items in this mailbox, right-click and select
Categories, Outlook shows the list of Available categories, and any
categories among the 100 selected items that are not in my Master
Category List are in there with "not in Master Category List" in
parentheses.

When I select more than 100 items, I still get to see the cross
section of categories, but no longer see any categories that I don't
have in my Master Category List.

In effect, this deprives me of a good way to check if any categories
are used in the mailbox that I don't have in my master category list.
I don't even know if I've selected 100 items, as I can think of no way
of telling.

My question: is the 100 limit documented behavior? If so, where can I
read this? And then: can it be changed? How?

All right, that's really four questions. Any help is appreciated.
