Outlook Limits

I open a 10 MB file using Outlook 2003 but the same message will not work in
Outlook 2007. I think there is some settings turned on but I cannot find
them.

Any help would be great.

Huh?

Could you start over?

What is it you tried to do? What type of file? What does 'will not work'
mean? What happens when you try?

A user got a file and they could not open it under Office 2007. If they go
an old 2003 version of office it worked so there must be a 10mb limit I
cannot find.

Let me see if I'm understanding what you're saying:

Someone emailed your user a file.
That file was over 10MB.

That file can be opened in Office 2003. That file can not be opened in Office
2007.

First question is: What kind of file is it?
Second question: What happens when you try to open it?
Third question (which may be irrelevant based on the first): What application
are you using to try and open the file? Office isn't an application, it's
a bundle of applications.

Outlook doesn't have any built in limitations as to the size of attachments
it can receive or work with, and even if it does, 10MB is definitely way
under the limit.

I checked with user and they said it was when they tried to attach a file. I
have on the server limits turn off but it still happens.

Ok, you still haven't actually said what happens.

What are the steps to reproduce the problem.
What happens when you do it.
