Outlook Locks Every Time!

Every time I launch Outlook it pauses then begins to download messages from
6 pop accounts. During Send/Receive session Outlook locks (90% of the time)
with hour-glass and if I click anywhere it states "Not Responding" in the
title bar. I can pull up Task Manager and close it that way. I've tried
Help|Detect and Repair a couple of times without relief. What else can I do?
