When defining rules, it si sometimes helpful to be able to view email
messages or even move the main Outlook window. Since the rules dialog box is
modal right now, this is impossible. It doesn't look like it needs to be
modal that I can tell.
I offer the suggestion to make the rules dialog box to be non-modal. This
will improve the user interface and the user experience when making rules.
