Outlook mandatroy profiles gives Configure Outlook Dialog

I have implemented a mandatory profile and we are using Outlook 2003. I
created a MST using the Custom Instalation Wizard. However, whenever the
user opens outlook if configures outlook via the MSI correctly but then
prompts the uers to enter the Username and Initals. I was able to get rid of
the Welcome message in the regsitry but I can not find anyway to remove the
username prompt. Anyone have any ideas? I just want outlook to open without
prompting the user for anything. Thanks.

-ps is the general outlook group a good spot to post this?
