Outlook - Mark Message problem

I checked this option and and it is checked and it only
happens every other time, not all the time on a message
any answers??

Turn on or off marking comments in a message

On the Tools menu, click Options.

Click the Preferences tab, and then click E-Mail Options.

Select the Mark my comments with check box, and then type
the text, such as your name, that you want to display with
your remarks in the box.

Note Only text you enter next to the previously written
text in a message will have your name next to it.

Are all the messages in HTML or RTF? AFAIK, you can't automatically mark
comments in Plain Text format.
