outlook missing folders...not opening

whenever I try & open outlook 2003 I get the following message:
Cannot start Microsoft Office Outlook. Unable to open the Outlook window.
The set of folders could not be opened.
I've tried to reinstall Outlook, all of Office & I looked on Microsoft's
help page & there was some information on there but I am thoroughly confused
as to what I'm supposed to do. Any help...in laymen's terms??
